One of the subplots that was almost entirely removed from the film has to do with the beginnings of the Rebellion. The seeds of that organization started by Mon Mothma, Bail Organa, Padm\u00e9 Amidala, and a secret group of other senators were originally supposed to be planted in this film.<\/p>\n

<\/p>\n

TAKING CONTROL<\/strong><\/p>\n

Throughout the film, Palpatine grooms and manipulates Anakin as he sees fit to achieve his goals. One of those goals is a complete takeover of the Jedi Council, along with changes to the Constitution. He will do these things with the false intent of ending a war, one which he created himself. This will result in a small band of Senators creating a secret resistance that would one day become a full-blown rebellion. Here’s an excerpt from the Revised Fourth Draft of the script<\/a>:<\/p>\n

80 INT. CORUSCANT-CHANCELLOR\u2019S OFFICE-DAY<\/strong><\/p>\n

ANAKIN stands with PALPATINE at his window overlooking the vastness of Coruscant. Several buildings have been destroyed. A brown haze hangs over the landscape.<\/em><\/p>\n

PALPATINE
\nAnakin, this afternoon the Senate is going to
\ncall on me to take direct control of the Jedi Council.<\/p>\n

ANAKIN
\nThe Jedi will no longer
\nreport to the Senate?<\/p>\n

PALPATINE
\nThey will report to me… personally.
\nThe Senate is too unfocused to conduct a war.
\nThis will bring a quick end to things.<\/p>\n

ANAKIN
\nI agree, but the Jedi Council
\nmay not see it that way.<\/p>\n

PALPATINE
\nThere are times when we must all
\nendure adjustments to the constitution
\nin the name of security.<\/p>\n

ANAKIN
\nWith all due respect, sir, the Council
\nis in no mood for more
\nconstitutional amendments.<\/p>\n

PALPATINE
\nThank you, my friend, but in this
\ncase I have no choice… this war must be won.<\/p>\n

ANAKIN
\nEveryone will agree on that.<\/p>\n

PALPATINE
\nAnakin, I\u2019ve known you since you were a small boy.
\nI have advised you over the years when I could\u2026
\nI am very proud of your accomplishments.
\nYou have won many battles the Jedi Council
\nthought were lost… and you saved my life.
\nI hope you trust me, Anakin.<\/p>\n

ANAKIN
\nOf course.<\/p>\n

PALPATINE
\nI need your help, son.<\/p>\n

ANAKIN
\nWhat do you mean?<\/p>\n

PALPATINE
\nI fear the Jedi. The Council keeps pushing
\nfor more control. They\u2019re shrouded in secrecy and
\nobsessed with maintaining their autonomy… ideals.
\nI find simply incomprehensible in a democracy.<\/p>\n

ANAKIN
\nI can assure you that the Jedi are
\ndedicated to the values of the Republic, sir.<\/p>\n

PALPATINE
\nNevertheless, their actions will speak more
\nloudly than their words. I\u2019m depending on you.<\/p>\n

ANAKIN
\nFor what? I don\u2019t understand.<\/p>\n

PALPATINE
\nTo be the eyes, ears, and
\nvoice of the Republic…<\/p>\n

ANAKIN thinks about this.<\/em><\/p>\n

PALPATINE
\n(continuing) Anakin… I\u2019m appointing you to be
\nmy personal representative on the Jedi Council.<\/p>\n

ANAKIN
\nMe? A Master? I am overwhelmed, sir, but the Council
\nelects its own members. They will never accept this.<\/p>\n

PALPATINE
\nI think they will… they need you more than you know.<\/p>\n

BAIL ORGANA’S OFFICE<\/strong><\/p>\n

\"\"<\/a>A short scene in Bail Organa’s office was to occur after Palpatine appoints Anakin as his personal representative in the Jedi Council. It’s like a meeting of the minds, in a way. Some of the Senators are voicing their concerns, hinting to the fact that they’ve had enough of the Chancellor’s slow, incremental grabs at more and more power. Padm\u00e9 seems a bit reluctant to distrust Palpatine. They make a pact to do something about Palpatine and tell no one else.\u00a0It’s clear that Genevieve O’Reilly put as much work into properly duplicating her original trilogy counterpart (Mon Mothma) as Ewan McGregor did with Obi-Wan. She’s spot on. I wouldn’t mind seeing this scene reinserted into the film but I think understand why it was deleted: to keep the focus on Anakin.\u00a0There are only a few extra lines that didn’t make it into the DVD version of this scene. Here’s the scripted version:<\/p>\n

\nNow that he has control of
\nthe Jedi Council, the Chancellor
\nhas appointed Governors to
\noversee all star systems in
\nthe Republic.<\/p>\n

FANG ZAR
\nWhen did this happen?<\/p>\n

BAIL ORGANA
\nThe decree was posted this morning.<\/p>\n

PADME
\nDo you think he will
\ndismantle the Senate?<\/p>\n

MON MOTHMA
\nWhy bother? As a practical matter,
\nthe Senate no longer exists.<\/p>\n

GIDDEAN DANU
\nThe constitution is in shreds.
\nAmendment after amendment…
\nexecutive directives, sometimes
\na dozen in one day.<\/p>\n

BAIL ORGANA
\nWe can’t let a thousand
\nyears of democracy disappear
\nwithout a fight.<\/p>\n

EVERYONE looks at each other, a little worried at the implications of what was just said.<\/em><\/p>\n

TERR TANEEL
\nWhat are you suggesting?<\/p>\n

BAIL ORGANA
\nI apologize. I didn’t mean to
\nsound like a Separatist.<\/p>\n

MON MOTHMA
\nWe are not Separatists trying to
\nleave the Republic. We are loyalists,
\ntrying to preserve democracy
\nin the Republic.<\/p>\n

BAIL ORGANA
\nIt has become increasingly clear
\nto many of us that the Chancellor
\nhas become an enemy
\nof democracy.<\/p>\n

PADME
\nI can’t believe it has come to this!
\nChancellor Palpatine is one of my
\noldest advisors. He served as my
\nAmbassador when I was Queen.<\/p>\n

GlDDEAN DANU
\nSenator, I fear you underestimate
\nthe amount of corruption that has
\ntaken hold in the Senate.<\/p>\n

MON MOTHMA
\nThe Chancellor has played the
\nSenators well. They know where the
\npower lies, and they will do whatever
\nit takes to share in it. Palpatine has
\nbecome a dictator and we have
\nhelped him to do it.<\/p>\n

BAIL ORGANA
\nWe can’t sit around debating any
\nlonger, we have decided to do what
\nwe can to stop it. Senator Mon Mothma
\nand I are putting together
\nan organization…<\/p>\n

PADME
\nSay no more, Senator Organa.
\nI understand. At this point, it’s
\nbetter to leave some things unsaid.<\/p>\n

BAIL ORGANA
\nYes. I agree and we must
\nnot discuss this with anyone,
\nwithout everyone in this
\ngroup agreeing.<\/p>\n

MON MOTHMA
\nThat means those closest to you…
\neven family… no one can be told.<\/p>\n

They ALL nod their heads. PADME considers this for a moment.<\/em><\/p>\n

PADME
\nAgreed.<\/p>\n<\/blockquote>\n

PADM\u00c9’S APARTMENT MEETING<\/strong><\/p>\n

This scene involves another clandestine meeting, this time in Padm\u00e9’s apartment. There’s more talk about what to do about Palpatine.\u00a0Here’s the scripted version:<\/p>\n

95 INT. CORUSCANT-PADME’S APARTMENT-DAY
\n<\/strong>PADME, MON MOTHMA, and five other Senators (BANA BREEMU, FANG ZAR. CHI EEKWAY, GIDDEAN DANU, BAIL ORGANA) sit in Padme’s living room. C-3PO serves drinks to the guests. <\/em><\/p>\n

PADME
\nWe cannot let this turn
\ninto another war.<\/p>\n

BAIL ORGANA
\nAbsolutely, that is the last
\nthing we want.<\/p>\n

MON MOTHMA
\nWe are hoping to form an
\nalliance in the Senate to stop
\nthe Chancellor from further
\nsubverting the constitution,
\nthat’s all.<\/p>\n

PADME
\nI know a Jedi I feel it
\nwould be wise to consult.<\/p>\n

\nThat would be dangerous.<\/p>\n

MON MOTHMA
\nWe don’t know where the
\nJedi stand in all this.<\/p>\n

\nGoing against the Chancellor
\nwithout the support of the
\nJedi is risky.<\/p>\n

PADME
\nThe Jedi aren’t any happier
\nwith the situation than we are…<\/p>\n

CHI EEKWAY
\nPatience, Senator.<\/p>\n

FANG ZAR
\nWe have so many Senators
\non our side, surely that will
\npersuade the Chancellor.<\/p>\n

BANA BREEMU
\nWhen you present the
\n“petition of the two thousand”
\nto the Chancellor, things
\nmay change.<\/p>\n

BAIL ORGANA
\nLet us see what we can
\naccomplish in the Senate,
\nbefore we include the Jedi.<\/p>\n

PRESENTING THE PETITION<\/strong><\/p>\n

\"\"<\/a>The big payoff scene involves the leadership committee known as the “Delegation of 2000” taking some kind of action, which in this case is purely diplomatic.\u00a0Little do they know it’s also completely fruitless since Palpatine has no intention of meeting their demands. He effectively brushes aside the situation with political ease and vagueness.\u00a0This scene was originally placed right after the shot of Obi-Wan losing his lightsaber on Utapau. As with the other scenes related to this deleted subplot, the dialogue is pretty much the same as the following scripted version:<\/p>\n

115 EXT. CORUSCANT-SENATE OFFICE BUILDING-SUNSET<\/strong>
\nThe sun is setting as the lights come on in the massive Senate Office Building. The sky is red. <\/em><\/p>\n

116 INT. CORUSCANT-CHANCELLOR’S OFFICE-SUNSET<\/strong>
\nPALPATINE listens to a delegation from the Senate, which includes PADME and five other Senators: NEE ALAVAR, FANG ZAR, MALEDEE, SWEITT CONCORKILL, and MON CALAMARI. ANAKIN stands to one side of PALPATINE.<\/em><\/p>\n

PALPATINE
\nI understand your reservations
\ncompletely, Senator, and I assure
\nyou the appointment of Governors
\nwill in no way compete with
\nthe duties of the Senate.<\/p>\n

PADME
\nMay I take it then, that
\nthere will be no further amendments
\nto the Constitution?<\/p>\n

PALPATINE
\nI want this terrible conflict to
\nend as much as you do, My Lady,
\nand when it does I guarantee an
\nimmediate return to democracy…<\/p>\n

PADME
\nYou are pursuing a diplomatic
\nsolution to the war, then.<\/p>\n

PALPATINE
\nYou must trust me to do the right things, Senator. That is why I am here.<\/p>\n

FANG ZAR
\nBut surely…<\/p>\n

The Chancellor turns on FANG ZAR.<\/em><\/p>\n

PALPATINE
\nI have said I will do what
\nis right, that should be enough
\nfor your… committee.<\/p>\n

PADME
\nOn behalf of the “delegation
\nof two thousand,” I thank
\nyou, Chancellor.<\/p>\n

PALPATINE
\nI thank you for bringing
\nthis to my attention, Senator.<\/p>\n

PADME gives ANAKIN a frustrated look, then turns and exits with the other FIVE SENATORS. PALPATINE turns to ANAKIN.<\/em><\/p>\n

PALPATINE
\n(continuing) Their sincerity is
\nto be admired, although I sense
\nthere is more to their request
\nthan they are telling us.<\/p>\n

ANAKIN
\nWhat do you mean?<\/p>\n

PALPATINE
\nThey are not to be trusted.<\/p>\n

ANAKIN
\nSurely Senator Amidala
\ncan be trusted…<\/p>\n

PALPATINE
\nThese are unstable times for
\nthe Republic, Anakin. Some
\nsee instability as an opportunity.
\nSenator Amidala is hiding something.
\nI can see it in her eyes.<\/p>\n

ANAKIN
\nI’m sure you’re mistaken.<\/p>\n

PALPATINE
\nI’m surprised your Jedi
\ninsights are not more
\nsensitive to such things.<\/p>\n

ANAKIN
\nI simply don’t sense
\nbetrayal in Senator Amidala.<\/p>\n

PALPATINE studies ANAKIN carefully and gives him a skeptical look.<\/em><\/p>\n

PALPATINE
\nYes, you do, but you don’t
\nseem to want to admit it. There
\nis much conflict in you, Anakin.<\/p>\n<\/blockquote>\n

THE REBELLION: ON HOLD<\/strong><\/p>\n

\"\"<\/a>Below are two scenes from the script that contain dialogue that didn’t make it into the final film. Much of this doesn’t necessarily have anything to do with the Rebellion, but it all leads up to Padm\u00e9’s last line where she tells Bail Organa that now is not the time for action. When they started to remove the scenes dealing with the Rebellion, certain other lines of dialogue scattered throughout the film needed to be excised as well, including that one, I assume.\u00a0Here are the scripted scenes:<\/p>\n

176 INT. CORUSCANT-SENATE CHAMBER-SUNSET<\/strong>
\nThe Chancellor is in the podium in the center of the vast arena giving a speech. MAS AMEDDA stands to the right of SIDIOUS. BAIL ORGANA walks through the hallway of the Main Senate Chamber. He enters the Senate Pod of Naboo and sits next to PADME. JAR JAR, CAPTAIN TYPHO and TWO HANDMAIDENS are in the pod also. <\/em><\/p>\n

PALPATINE:
\n…and the Jedi Rebellion
\nhas been foiled.<\/p>\n

BAIL ORGANA
\nI was held up.
\nWhat’s happening?<\/p>\n

PADME
\nThe Chancellor has been elaborating
\non a plot by the Jedi, to
\noverthrow the Senate.<\/p>\n

BAIL ORGANA
\nThat’s not true!<\/p>\n

PADME
\nHe’s been presenting
\nevidence all afternoon.<\/p>\n

BAIL ORGANA
\nAnd the Senate will go along with
\nit, just like they always do.<\/p>\n

PALPATINE
\nThe remaining Jedi will be
\nhunted down and defeated. (applause)
\nAny collaborators will suffer the same fate.
\n(applause) These have been trying times,
\nbut we have passed the test.<\/p>\n

181 INT. CORUSCANT-SENATE CHAMBER-SUNSET
\n<\/strong>PALPATINE continues his speech at the podium. <\/em><\/p>\n

PALPATINE
\nThe war is over. (applause)
\nThe Separatists have been
\ndefeated, (applause) and the Jedi
\nrebellion has been foiled.
\nWe stand on the threshold
\nof a new beginning.<\/p>\n

There is a long period of APPLAUSE.<\/em><\/p>\n

PADME
\nWell, this is the moment we
\ndiscover if he intends to return the
\nRepublic to a democracy.<\/p>\n

PALPATINE
\nIn order to ensure our security
\nand continuing stability, the Republic
\nwill be reorganized into the first
\nGalactic Empire, for a safe and
\nsecure society which I assure
\nyou will last for ten thousand years.<\/p>\n

There is a loud, sustained CHEER from the Senate. BAIL ORGANA and PADME sit, dumbfounded.<\/em><\/p>\n

PALPATINE
\n(continuing) An empire that will
\ncontinue to be ruled by this august
\nbody, and a sovereign ruler
\nchosen for life…<\/p>\n

The Senate CHEERS again. BAIL and PADME are devastated. PADME begins to cry.<\/em><\/p>\n

PALPATINE
\n(continuing) An empire ruled by
\nthe majority… Ruled by a new
\nconstitution…<\/p>\n

The Senate APPLAUDS.<\/em><\/p>\n

PADME
\nSo this is how liberty dies
\nwith thunderous applause…<\/p>\n

BAIL ORGANA
\nWe cannot let this happen.<\/p>\n

He starts to stand up. PADME stops him.<\/em><\/p>\n

PADME
\nNot now! There will be
\na time.<\/p>\n<\/blockquote>\n

It’s important to note that some of the lines of dialogue in the comic book version are slightly different, most noticeably Padm\u00e9’s final line. This version reinforces why she advises not to act now. There’s nothing they can do, she says. Palpatine will most definitely be taking out those Senators who don’t follow his ways.\u00a0We know from background materials that Palpatine has been forming a list of traitorous Senators. In order to take down the new Empire, Padm\u00e9 knows it must be done from within and not from outside, just as the Old Republic itself was killed. Maybe if they play their cards right, they can stay in the Senate and prompt change from within one way or another.<\/p>\n","protected":false},"excerpt":{"rendered":"
